Last week, Villanueva attempted to shut down gun stores in unincorporated areas of the county.He temporarily backed down on his efforts after the board’s attorney declared gun stores were an essential business. He restarted his efforts later in the week and incorrectly stated Pasadena was going to follow suit.Villanueva claims Tuesday’s move was payback for his efforts.The Sheriff’s Department patrols and polices nearby Altadena, but is not the primary agency in Pasadena.Members of the board claim the change was first considered in November after the deadly Woolsey Fire.A report after the fire — which charred nearly 100,00 acres and killed three people — claimed there was a lack of coordination between all county agencies during the fire and its aftermath that led to missteps.Recommendations in the report called for more frequent and clearer communications to residents and between agencies, as well as for better collaboration across counties, county departments, cities and special districts.During a virtual meeting on Tuesday, Villanueva called the change “a brazen attempt to consolidate power” with the board.The Office of Emergency Management is responsible for the county response to large-scale emergencies and disasters that impact Los Angeles.“This will impact public safety and public health,” Villanueva said. “They’re going to reassign the job to a financial analyst, and not a first responder with experience managing natural disasters and man-made.
